You understand, no doubt:
Dubai is not really a destination for backpackers. There is nevertheless a youth hostel, but located 10 km (6 miles) away from downtown. For 20 USD approximately, you will be able to share a small dormitory of 4 people in this modern building, or choose to sleep in the old, completely dilapidated building, and this, for 15 USD only! The recent building completely filled, I had only the refinement of the second choice: a broken door, broken down showers and overunning toilets... the "top", considering the price!
